U.S. Representatives Push for Senate Vote on CLARITY Act in July (2026)

The CLARITY Act, a bill aimed at providing a comprehensive market framework for digital assets, is making its way through the legislative process in the United States. The Act, which was passed by the House of Representatives a year ago, is now being urged by Representative French Hill to be brought to the Senate floor for a vote before the August recess. Hill, a Republican from Arkansas and the chair of the House Financial Services Committee, believes that the Act would address the ethics concerns surrounding President Trump's crypto ventures, including the $TRUMP meme coin and World Liberty Financial token sales.

In an interview with Maria Bartiromo on Fox Business, Hill emphasized the importance of setting a deadline for the Senate to act. He stated, 'I've encouraged Senate leadership to put it on the floor. I think if you schedule a floor date in July, that will cause these final meetings and discussions to take place. You've got to have a deadline in Congress to get people to move and find consensus.'

Hill also highlighted the bipartisan support for the Act, noting that 78 Democrats backed the House measure a year ago. He framed the CLARITY Act as the missing piece of a system that pairs it with the GENIUS Act, a stablecoin law enacted last year. According to Hill, the market framework provided by the CLARITY Act would offer the transparency that critics are seeking, addressing concerns about meme coin issuance, co-investment, and the use of exchanges.

However, critics point to President Trump's crypto ventures as an example of the very issues the Act aims to resolve. A July 1 financial disclosure tied to about $1.4 billion in 2025 income raises questions about the ethics of such ventures. Hill, however, argues that the market framework would provide the necessary transparency to address these concerns.

The Senate is set to return on July 13, with approximately three weeks before the recess. Prediction markets, such as Polymarket, are pricing the Clarity Act's passage at around 39%, a significant drop from the prior month's 74%. Despite this, there is bipartisan support, with Coinbase Vice Chair Ryan VanGrack stating that Democratic and Republican senators are working around the clock to get the bill across the finish line.

The CLARITY Act's journey through the legislative process is a testament to the complex and evolving nature of cryptocurrency regulation in the United States. As the Act moves forward, it will be crucial to see if the Senate can find the necessary consensus to address the ethical concerns surrounding digital assets and provide the much-needed market framework.
